Ministry of Land, Infrastructure and Transport executed a policy which forbids citizen of Seoul, Incheon and Gyeonggi from getting on a red bus from July 16. It was carried out along the Road Traffic Act declaring that passengers on vehicle taking the expressway or drive way should wear their seat belts. However, it was executed without enough consideration and alternatives with citizens. As a result, every bus stop became overcrowded and the Red Bus passengers started to complain strongly about this policy. These confusions worsened by the end of August. On this matter, the Governor of Gyeonggi Province, Nam Gyeong-pil, said, “It is true we were not proactive in operating this policy.The government of Gueonggi Province is trying to find solutions and will announce it as quickly as possible.ˮ
